(23)Welfare of weaker sections and in particular the scheduled castes and scheduled tribes -(i)Implementation of specific programmes for scheduled castes, scheduled tribes and weaker sections of the society;(ii)Programmes against exploitation of and injustice to weaker sections of the society.
