Section 7(1)(b) in Employees' State Insurance (Punjab Medical Benefit) Rules, 1953

(b)an equal number of persons appointed, in the case of first appointment by the State Government, and in the case of subsequent appointment on the recommendation of the Local Medical Committee, if any, or in consultation with such organisations of the medical profession as the State Government may specify for the purpose;
