Section 2(l) in The Karnataka Scheduled Castes Sub-Plan And Tribal Sub-Plan (Planning, Allocation And Utilization Of Financial Resources) Act, 2013
(l)"Scheduled Castes or Scheduled Tribe habitation" means any habitation where population of the Scheduled Castes or the Scheduled Tribes or combined population of the Scheduled Castes and the Scheduled Tribes is not less than forty percent of the total population of the habitation;
