Section 11(3) in Punjab Document Writers Licensing Rules, 1961
(3)If any candidate to whom an intimation is sent under sub-rule (1) fails to deposit the licence fee within the time fixed for that purpose, the Licensing Authority may require the candidate appearing next on the merit list to deposit the licence fee.
