Section 10(1)(c) in The Orissa Beedi and Cigar Workers (Conditions of Employment) Rules, 1969

(c)all inside walls, sides and staircases shall-

(i)where they are painted or varnished or where they have smooth impervious surface, be cleaned wit fresh water and dried at least once in every period of fourteen months;

(ii)where they are painted or varnished, repainted or revarnished at least once in every period of five years;

(iii)in any other case, be kept white-washed or colour washed at least once in every twelve months.
