Section 4(4) in The Jammu and Kashmir Collection of Statistics Act, 2010
(4)The Government may delegate to any statistics officer, as it think fit, the power of appointing agencies or persons working in such agencies or employing on contract basis any agency or company or organization or association of persons conferred on it by subsections (2) and (3) within the geographical unit for which such statistics officer is appointed.
