Section 12(3) in The Orissa Secretariat Service Rules, 1980
(3)The Commission shall consider the list along with documents received under Sub-rule (1) and the recommendations of the Board forwarded to it under Sub-rule (2) and shall furnish its recommendations to Government in Home Department.
