Section 23B(1) in Bihar Minor Mineral Concession Rules, 1972
(1)The lessee shall not assign, sub-let, mortgage or in any other manner transfer the quarrying lease or any right, title or interest vested therein unless prior order of State Government has been obtained, to any other person.
