Section 48(2) in The Orissa Municipal Delimitation of Wards, Reservation of Seats and Conduct of Election Rules, 1994
(2)The person shall not be supplied with a ballot paper unless he gives an unqualified answer to the question or questions put to him and unless his answer to the first question is in the affirmative and the second in the negative. Except as mentioned herein every person whose name is found on the electoral roll shall be entitled to be supplied with a ballot paper.
