Section 5(2) in The U.P. Rice and Paddy (Levy and Regulation of Trade) Order, 1985
(2)Save as otherwise provided in sub-clause (1) no licensed miller or licensed dealer shall transport rice for sale from the premises of the rice mill or the godown declared in the licence except in accordance with the release certificate referred to in sub-clause (1):Provided that if part of any lot of rice in respect of which release certificate as aforesaid has been obtained is moved by road, the driver or person incharge of the vehicle carrying such rice shall carry a certificate from the Senior Marketing Inspector/Marketing Inspector having jurisdiction at the place of despatch indicating that rice moved is a part of released stock. The certificate shall also indicate the name, the licence number and address of the dealer/miller in whose favour the particular lot of rice was released and also the date and number or release certificate as well as grades and total quantity of rice released under that release certificate.Explanation. - No licensed miller who is exempt from levy under second proviso to Clause 3 (1) (c) shall transport from his premises of the rice mill or the godown declared in the licence rice/paddy for sale except in accordance with a transport certificate issued by the Controller or his nominee in the form set out in Schedule III.
