Section 4(1) in The Delhi Plastic Bag (Manufacture, Sale and Usage) and Non-Biodegradable Garbage (Control) Rules, 2002
(1)An application for seeking the authorization under Section 8 of the Act shall be made in Form 'A' along with the fee as prescribed in the First Schedule, to the Member-Secretary of the Delhi Pollution Control Committee.
