(1)The Municipality may make such special arrangements, whether permanent or temporary, as it considers adequate for maintaining sanitation in the vicinity or any place of religious worship or institutions or places to which large number of persons take resort on particular occasions or in any place used festipolling fairs , festivals, sports or cultural or social events.
