Section 17(3) in Biju Patnaik University of Technology Act, 2002
(3)The Secretary to a Government Department may nominate any officer not below the rank of a Joint Secretary to attend any or all the meeting of the Board and the officer so nominated shall have all the powers and privileges of the members of the Board.
