(l)"mining lease" means a mining lease, as defined by the [rules made form time to time under section 13 of the Mines and Minerals (Regulation and Development) Act, 1957 (Central Act LXVII of 1957),] [Substituted by Rajasthan Act 43 of 1976.] covering mica, granted by State Government and "mining lessee" means a person holding a mining lease:
