Section 441B in The Mumbai Municipal Corporation Act, 1888
441B. Power to establish cattle pounds and appoint pound keepers.
(1)The Commissioner may, from time to time, appoint such places as he thinks fit to be public pounds, and may appoint suitable persons to be keepers of such pounds.(2)Every pound keeper so appointed shall, in the performance of his duties, be subject to the direction and control of the Commissioner.
