Section 22(a) in The West Bengal Motor Vehicles Rules, 1989
(a)shall not cause or allow any person, animal or thing to be placed or to be in the space reserved for the driver's seat in such a way as to impede the driver in having a clear vision of the road or proper control of the vehicle;
