FACTS
Heard today dated 13.02.2013. Appellant not present. The public authority is represented by Shri Arun Kumar, Director (CPIO) and Shri N.M. Shetty, ALWC.
2. Shri Kumar submits that the DGQA has put in place Rotational Transfer Policy for the officers and men. Some employees affected by the implementation of this policy have been raising issues in a concerted manner under the RTI regime. The present RTI application dated 17.08.2012 is one such application in the series wherein the appellant had sought to know the number of NGOs and JTOs who were transferred under the Rotational Transfer Policy during the last 20 years. Shri Kumar submits that in response thereto, copies of transfer orders passed under this policy have been supplied to the appellant through letter dated 24.09.2012.
3. However, in the appeal memo dated 03.09.2012 filed before this Commission, the appellant has alleged that 'misleading' information has been provided to him. However, he has not substantiated this bland allegation. Nor has he appeared before the Commission to canvass his case. Hence, the allegation made by the appellant can not be accepted on its face value. The appeal is, therefore, being dismissed.
