Section 5(4) in The Orissa Excise (Methyl Alcohol) Rules, 1976
(4)After the Commissioner approves of the plan, he may instruct the Collector concerned to grant on behalf of the Government a licence to the applicant in the form set out in the Appendix to these rules.
