(2)The Government may, make rules for regulating the method of recruitment, the qualifications required for recruitment, the conditions of service including conduct, discipline and control of the employees referred to in sub-section (1), their duties and functions and their classification into different categories, on the basis of the duties and responsibilities and the scales of pay of such posts.
