Information sought:
(i) Provide the list of employees which are promoted from GDS cadre/ED/EDR/GDS/MD etc. on the basis of seniority in each category i.e. UR/SC/OBC/PH. Provide the information about date of birth and date of joining of each employees in each category separately in Karnal division.
(ii) Procedure for promotion from ED/GDS cadre to MTS/ Postman cadre on the basis of seniority.
(iii) Procedure for recruitment of GDS/ED etc, in department and in which new paper the advertisement are given for the following post i.e. GDS/ED.
(iv) Provide the list of employees recruited as GDS/ED/GDS-MD/runner etc in SB Division Panipat in the last four years. Also provide the list of applicants in Sub Offices Kranti Nagar and Krishan Pura, Panipat in order of merit and marks obtained in matriculation. Provide a copy of marksheet of applicant in SO Kranti Nagar and Krishan Pura.
(v) Whether physically Handicapped candidate are eligible for GDS cadre if yes, when the advertisement given and the medium of advertisement.
(vi) Procedure for taking the agent code for RD/TD.
(vii) What the GDS cadre employees are permanent employees of the department and what they are eligible for another job i.e. private/semi govt./ limited after their job timing complete i.e. 9.00 to 12.00/9.00 to 1.00
(viii) Provide the list of RD agents in Sub Division Panipat with their agency code, provide the criteria for working in Post offices.Page 1 of 2
(ix) No. of ED/GDS promoted as MTS/Postman the last ten years on the basis of seniority in General Category with their DOB & Date of joining.
(x) What is maximum age limit for illiterate men/women for taking RPLI from department of Post?

The CPIO has not provided the desired information.
Relevant Facts emerging during Hearing:
The following were present Appellant: Mr. Sandeep Kumar Gulia through VC Respondent: Mr. Shavan CPIO's through VC M: 09466272249 The appellant stated that he has not been provided complete information. The CPIO's representative stated that all information requested by the appellant in his RTI application was furnished vide letter dated 07/11/2014. He further stated that the appellant, in his appeal is asking for information on queries which were not part of his RTI application and that too of interrogatory nature.
Decision notice:
At the outset it is clarified that the appellant is not entitled to introduce any new query at the stage of appeal and should confine himself to the query(s) in his RTI application.
It is further clarified that under the provisions of the RTI Act only such information as is available and existing and held by the public authority or is under control of the public authority can be provided. The PIO is not supposed to create information that is not a part of the record. He is also not required to interpret information or provide clarification or furnish replies to hypothetical questions. Similarly, redressal of grievance, reasons for non compliance of rules/contesting the actions of the respondent public authority are outside the purview of the Act.
The information sought in the RTI application has been furnished.
The matter is closed.
