(2)The Development Plan shall (a) define the various Zones into which Coal Mining Development Area is to be divided for purpose of development and indicate the manner in which land in each zone is proposed to be developed and the stages by which any such development shall be carried out, (b) serve as a basic pattern of framework within which the development schemes are to be prepared.
