(4)All meetings of the Board of Governors shall always be chaired by the Chancellor or Pro-Chancellor and in their absence by any one of the nominees of the Chancellor. If Chancellor has not nominated any person to Chair such a meeting, members present in the meeting shall elect the Chairperson for that meeting only from among themselves by a simple majority.
