Section 6(4)(a) in The M.P. Foreign Liquor Rules, 1996

(a)The officer-in-charge of the manufactory or bottlery may stop, pending the order of the Excise Commissioner, issue of foreign liquor which he considers not of good quality and may, on every such occasion take samples of such spirit or foreign liquor at the cost of the licensee for sending them for chemical analysis or test to the departmental laboratory or any other authorised laboratory.
