(3)"Disciplinary authority" means the authority competent to impose any of the penalties specified in rule 3 on any member of the service.Explanation. - Where an appellate authority passes an original order imposing any of the penalties specified in rule 3, he shall, in respect of that order, be deemed to be the disciplinary authority.
