(1)Subject to the provisions of rule 8, a licence in Form VIII may be granted to any bona fide traveller, proceeding from the place of his arrival in India to his place of destination in India, for the possession and carrying of arms or ammunition for the duration of the journey, by the licensing authority at the place of arrival.
