(2)The leave shall be signified not upon question but by the Speaker taking the pleasure of the House. The Speaker shall ask: "Is it your pleasure that the motion be withdrawn?". If no one dissents, the Speaker shall say: "The motion is by leave withdrawn". But if any dissentient voice be heard or a member rises to continue the debate, the Speaker shall forthwith put the motion:Provided that if an amendment has been proposed to a motion, the original motion shall not be withdrawn until the amendment has been disposed of.
