(1)an order -(a)refusing to grant, amend or renew a certificate of registration for sale of fertilizers ; or(b)refusing to grant a certificate of manufacture for preparation of mixture of fertilizers or special mixture of fertilizers ; or(c)suspending or cancelling a certificate of registration or manufacture ; or
