Section 8(1) in The Orissa (State) Council for Child Welfare Rules, 1996

(1)The Governor of Orissa and the Chief Minister, Orissa shall be the Chief patron and the Vice-Chief patron respectively of the General Council, Minister/Minister of State, Women and Child Development, Orissa and Minister, Finance, Orissa shall be patrons of the General Council.
