It is submitted that there is no recovery from the petitioner. It is further submitted that the petitioner is suffering from multiple diseases and he is an HIV positive patient/individual with uncontrolled Diabetics Mellitus Type II with Diabetic Neuropathy with COPD Acute Exacerbation, Bleeding Per Rectum, Breathlessness and, decreased vision RT.I.
