Section 4(1) in Advertisement (Registration and Regulation) Bye-laws, 2012
(1)Within fifteen days of these bye-laws coming into force, the Commissioner shall appoint an officer not below the rank or an Executive Engineer as Superintendent for executing, under his overall guidance, the purpose of these bye-laws.
