Section 11(4) in The Orissa Fruit Nurseries (Regulation) Rules, 2001
(4)The Inspecting Officer may inspect any plant material while in transit for detecting infestation of posts and diseases or any defect in packaging and labelling. The Inspecting Officer by an order in writing may declare any plant material as unfit for sale and intimate the same to the Competent Authority immediately.
