Section 204(11) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(11)Officers called from the Emergency List for service during war or emergency may be dealt with as regards promotion under the regulations which are in force at the time for officers of the same class on the Active List. In special cases, officers may be promoted at the discretion of the Government irrespective of the regulations governing the promotion of officers on the Active List, but such special promotion shall not extend to Flag or equivalent rank and may, as a rule, only be granted on ceasing service.
