Section 104(1) in The M.P. Land Revenue Code, 1959
(1)The Commissioner Land Records shall for each tahsil, arrange the villages into patwari halkas and divide each urban area into sectors and may, at any time, alter the limits of existing patwari halkas or sectors and may create new patwari halkas or sectors or abolish existing patwari halkas or sectors.
