Section 3(1) in The U.P. Cinematograph Rules, 1951
(1)A person desirous of construction a permanent building to be used for cinematograph exhibition shall submit an application specifying the site on which the proposed building is to be constructed together with a plan and specifications thereof to the officer authorized in this behalf by Government.
