(c)Secretary-The executive functions of the Federation shall be carried on by the Secretary according to the decisions and directions of the Executive Committee. He will be responsible for smooth running of the office and general administration of the federation apart from conducting the daily business and convening the meetings of the committee with the approval of the Chairman. He shall record the minutes in the minutes book except as provided in Sub-rule (15) of Rule 4 and keep all the books and records of the Federation in the custody except in the books of accounts.
