Section 74(2)(i) in Orissa Municipal Act, 1950

(i)that the Municipal Council shall appoint such number of additional subordinate staff, as State Government consider necessary, and if the Municipal Council fails to appoint such additional staff, within a period to be fixed by State Government, the State Government, may appoint such number of staff and realise the cost thereof, either in whole or in part, from the Municipal Council; and
