(b)Retail licence for sale of denatured spirit. - Licences for the retail sale of denatured spirit shall be granted by the Deputy Commissioner with the previous sanction of the Commissioner on payment of fees prescribed in Rule 198 of these rules. The fees shall be payable annually in advance.
