(9)The Board for the purpose of consultation may invite any person having experience or special knowledge on any subject under consideration to attend its meeting and such person may speak or otherwise take part in the proceedings of such meeting but shall not be entitled to vote, however he shall be entitled to such allowances for attending the meeting as may be prescribed.
