Section 39(1) in The Haryana Canal and Drainage Act, 1974
(1)Any vessel entering or navigating any canal contrary to the rules made in that behalf by the State Government, or so as to cause danger to the canal or the other vessels therein may be removed or detained or both removed and detained, by the Divisional Canal Officer, or by any other person duly authorised in this behalf.
