(13)The Director may, during his or her absence from headquarters authorise in writing the Deputy Director or in his or her absence, one of the Deans or the senior most Professor present to sanction advances for traveling allowance, contingencies and medical treatment of the staff and sign and counter-sign bills on his or her behalf.
