Section 112(2) in The U.P. Municipalities Act, 1916
(2)Except as provided in sub-section (3), a [Municipality] [Substituted by U.P. Act No. 12 of 1994.] shall not itself exercise, perform of discharge or interfere in the exercise, performance or discharge of any power, duty or function which it has delegated under sub-section (1).
