Section 2(1)(c) in The Chennai Metro Railway (Notices of Accidents and Inquiries thereto) Rules, 2014

(c)"Passenger" means a person travelling on the Chennai Metro Railway with a valid ticket of any type as specified in sub-rule (2) of rule 8 of the Chennai Metro Railway (Carriage and Ticket) Rules, 2014 or pass;
