Section 31(2) in The Orissa Consolidation of Holdings and Prevention of Fragmentation of Land Rules, 1973
(2)On the application being presented or received by him, the Collector shall send a copy thereof to the Certificate Officer for preliminary enquiry to ascertain if any part of compensation still remains to be paid to the proper person and submit the result of his enquiry for orders.
