Section 132(1) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(1)All officers are liable for service with any other navy as may be directed by the Government. In selecting officers for such service, preference may be given to volunteers, but if the requisite number of suitable volunteers is not forthcoming, officers may be detailed as for any other appointment.
