श्री भैरों प्रसाद मिश्र (बांदा): माननीय उपाध्यक्ष महोदय, मैं प्रस्ताव करता हूँ कि पर्यावरण और सार्वजनिक स्थलों के स्वच्छ और स्वास्थ्यकर रख-रखाव का उपबंध करने, झुग्गी-झोपड़ियों में रहने वाले लोगों का समुचित आवासों में पुनर्वास करने, झुग्गी-झोपड़ियों में रहने वाले लोगों को पुनर्निर्माण कार्यकलापों में रोजगार उपलब्ध कराने हेतु दिशानिर्देश जारी करने, नागरिकों के बीच स्व-प्रबंधन की प्रणाली को सुकर बनाने, भूमिगत जलनिकासी और नालियों का समुचित नेटवर्क बनाने, पैदल यात्रियों और साइकिल चालकों के लिए समर्पित पथ का निर्माण करने, साइकिलों को सब्सिडीकृत करने और पर्यावरण अनुकूल परिवहन के संवर्धन हेतु नीतियां तैयार करने, फेरीवालों के लिए सामुदायिक बाजारों का सृजन करने, फेरीवालों को लाइसेंस जारी करने, निजी हॉस्टलों और सशुल्क अतिथि आवासों द्वारा पालन किए जाने योग्य न्यूनतम मानकों का उपबंध करने और उनके अनिवार्य रजिस्ट्रीकरण की संस्तुति करने, शहरी क्षेत्रों में आर्थिक और रोजगार अवसरों के समान पुनर्वितरण को सुनिश्चित करने के लिए दिशानिर्देश तैयार करने तथा तत्संसक्त और उसके आनुषंगिक विषयों का उपबंध करने के लिए एक शहरी क्षेत्र साम्यापूर्ण विकास प्राधिकरण की स्थापना करने वाले विधेयक को पुर:स्थापित करने की अनुमति दी जाए।
HON. DEPUTY SPEAKER: The question is:
“That leave be granted to introduce a Bill to establish an Urban Areas Equitable Development Authority to provide for clean and hygienic maintenance of environmental and public spaces, resettlement of people living in slums in decent housing facilities, issuing guidelines for employment of persons in slums in the reconstruction activities, facilitating systems of self policing among citizens, proper underground drainage and sewerage network, dedicated paths for pedestrians and cyclists, formulate policies for subsidising cycles and promoting eco-friendly transport, creation of community markets for hawkers, issuing licenses to hawkers providing for minimum standards to be maintained by private hostels and paying guest accommodations and recommending their compulsory registration, framing guidelines for ensuring equal redistribution of economic and work opportunities in urban areas.” The motion was adopted.
