Section 5(1) in The Chhattisgarh Municipal Service (Executive) Rules, 1973
(1)Recruitment to the service shall be made :-(a)by direct recruitment;(b)by promotion :Provided that the State Government may make temporary appointment for a total period not exceeding six months by direct recruitment to a permanent post in the service if it is necessary in the public interest that appointment should be made immediately and the recruitment on the result of the selection by the Commission would take time.(c)The filling up of vacancies in all classes of Municipal Councils by direct recruitment and by promotion shall be as shown in the Second Schedule.
