Section 12(4) in The Merchant Shipping (Crew Accommodation) Rules, 1960
(4)In the crew accommodation of every ship to which these rules apply, being a ship not fully air conditioned, an electric fan shall be fitted in every sleeping room, mess room, recreation room, study, office, Galley and pantry:Provided that the Central Government may exempt any ship of under 500 tons from the requirement of this sub-rule."
