Section 660(1) in The Orissa Municipal Corporation Act, 2003
(1)If it appears at any time to the Government that any bye-law should be modified or repealed either wholly or in part, it shall cause reasons for such opinion to be communicated to the Corporation and specify a reasonable period within which the Corporation may make any representation with regard thereto which it may think fit.
