Section 35(1) in The Himachal Pradesh National Law University Act, 2016
(1)First statutes of the University shall be made by the Vice-Chancellor with the approval of the Chancellor. They shall be placed before the Governing Council at its first meeting, which may adopt them with or without modifications. Subsequent statutes or modifications in the First statutes shall be made by the Governing Council.
