Section 13 in The Orissa Minimum Wages Rules, 1954
13. Chairman.
(1)The Chairman shall preside at the meetings of the Committee or the Board, as the case may be.(2)in the absence of the Chairman at any meeting the member shall elect from amongst themselves one member, by a majority of votes, who shall preside at such meeting.
